NEGROS Occidental Regional Football Association president Miggy Valmayor announced a new fee structure for the RFA during its Extraordinary Congress on Aug. 10, 2025 at the Business Inn hotel in Bacolod City.

Set to be implemented in 2026, regular members will pay an annual membership fee of P5,000, while sub-members will pay P2,000.
“I told them that everyone in the board are working as volunteers. We have day jobs. Their fees will allow us to hire a full time secretariate for all the documentations and hire external auditors,” said Valmayor.
With 55 members, the new fee structure will add P275,000 to the RFA’s coffers, just enough for one regular employee to be hired at P15,000 a month.
Valmayor also announced a minimum tournament fee of P2,500 for tournaments with less than 25 teams and an additional fee of P100 per team for tournaments with more than 25 participants. A specific registration fee of P500 per team was also set for 11-a-side events.
“Our main purpose for the fee is transparency and sustainability. We have to be more solid in our books and how we manage our finances to able to tap national and international sponsors,” said Valmayor.
The main objective is to have the best players play and train together mainly for development.

The youthful president also said that they have spent almost P1 million for their current events, thanks to partnerships with LGUs like Kabankalan and Ilog, host clubs, and sponsors like the Moran Foundation, Elan Vita, and Valmayor Group.
Valmayor also said that though Norfa collects tournament fees, the funds were only used for the first time during the congress so members could enjoy a comfortable venue.
During the congress, Valmayor also outlined what Norfa has achieved already–Center of Development, province-level talent identification program, champions league, and the women’s futsal league.
“When PFF announced the U16 national games, we already have our qualified teams to compete for our champions league,” he said.
